I am directed by Mr. Secretary Shortt to
refer to your letter of the 27th January last (which
he regrets was for a time inadvertently mislaid) and
to your letter of the 8th ultimo on the subject of
the naturalization of members of the mercantile marine,
and to say for the information of Mr. Secretary Churchill
that service in British Transports has not generally been
regarded as service under the Crown for the purpose of
Section 2 ofthe British Nationality and Status of
Aliens Act, 1914, but that in any case doubt the Lords
Commissioners of the Admiralty have been consulted whether
a particular man's service mayproperly be regarded as
service under the Crown.
